45 trainers and experts participated in the capacity development workshop (CD2) on agricultural risk management (ARM) organized by PARM from 16 to 20 May 2022 in Dakar, Senegal. In total, 4 training modules developed by PARM have been discussed with the participants, namely (i) understanding the risk environment in agriculture; (ii) assessing risk in agriculture; (iii) agricultural risk management tools; and (iv) planning, implementing and evaluating ARM strategies. The Senior Gender Expert of PARM, Desirée Zwanck, also discussed ARM under the gender perspective, and PARM Technical Expert, Tristan Le Cotty, presented the warehouse receipt systems as an ARM tool.
Several local and international experts have been invited to present during the workshop, with the purpose of contextualising the theoretical knowledge acquired through the PARM modules. Presentations were thus held by a bank (La Banque Agricole), the national insurance company for agriculture (CNAAS), a producers organisation and their financial arm (Coopec/Resopp), the agency for market regulation of the Ministry of Commerce as well as a presentation by the Ministry of Agriculture and Rural Equipment (MAER) about national agricultural policies. Moreover, IFAD FFR (Financing Facility for Remittances) also intervened on remittances in Senegal as an ARM tool.
The participants actively interacted and contributed to the group activities set up to practice the knowledge acquired during the workshop. Panels have been set up – composed of the participants – to engage the participants and verify their level of knowledge acquired throughout the training.
This CD 2 workshop follows the CD1 which aimed at raising awareness on ARM and took place in December 2021. Following the CD2 workshop, participants will propose an action plan and budget for the institutionalisation of ARM into the curricula of universities and training centres as well as into the practices of Producers Organisations (POs). PARM will then develop an investment plan to potentially mobilise resources to implement that action plan and finally integrate ARM into the national agricultural policies.
