This report provides a comprehensive and in-depth overview of the major milestones reached by PARM in 2025.
As the closing year of its second phase of operations, 2025 marked the completion of PARM Horizon 2 activities across all partner countries, supporting them on mobilizing resources and partnerships for the investment projects developed in close collaboration with governments, while advancing agricultural risk management (ARM) at national, regional, and global levels.
Significant milestones included the official presentation of four investment projects in Burundi, Ghana, Madagascar, and Tunisia, the development of three ARM curricula and modules in Tunisia and Uganda, the strengthening of partnership with the ECOWAS Commission, and the promotion of North-South collaboration. The ECOWAS-PARM partnership culminated in the development of a concept note for the ambitious Regional Integrated Agricultural Risk Management Programme in West Africa (PRIGRAO), designed with Member States.
As 2025 marks the conclusion of PARM Horizon 2 (2019–2025), it also paves the way for Horizon 3 (2026–2030) with greater ambition to scale inclusive, innovative ARM solutions (gender- and youth-sensitive) that address climate-related risks, protect vulnerable livelihoods, and de-risk investments.
