PARM Steering Committee plays a pivotal role in guiding the direction and oversight of the projects.
Their responsibilities include setting priorities, approving plans and budgets, and monitoring the implementation to ensure it aligns with the overarching goals.
The Steering Committee (SC) represented by the European Commission (EC), the French Development Agency (AFD), the Italian Agency for Development Cooperation (AICS) and the International Fund for Agricultural Development (IFAD). AUDA-NEPAD is a major strategic partner in Africa, and as such, is also included in the SC. In 2016, the German cooperation (BMZ and KfW) became officially a member of the SC after their decision to provide funds to PARM through a KfW-NEPAD agreement to implement ARM investments. The SC provides strategic guidelines to the PARM Secretariat, and has the authority to make budgetary decisions. It meets two times per year.
PARM Advisory Committee is a group of experts and stakeholders brought together to provide specialized advice and recommendations on projects.
The Advisory Committee (AC) is a partnership with key technical partners who provide advice as a group to advance the agricultural risk management (ARM) agenda. The AC is composed of a pool of international and regional multilateral partners (World Bank Group), the Food and Agriculture Organization (FAO), World Food Programme (WFP), African Risk Capacity (ARC); knowledge partners (Agrinatura, International Food Policy Research Institute (IFPRI), etc.); farmers organizations (ROPPA, EAFF); and private sector (EAGC, MUNICH RE), among others.
The Advisory Committee provides technical advice to PARM and represents a platform for knowledge exchange to bring forward the ARM Agenda.
PARM Secretariat acts as a central hub for information flow, coordinating activities among various departments or member states, and ensuring that decisions and policies are implemented efficiently.
The Secretariat was established in September 2014 and is hosted by IFAD. It is responsible for managing the programme and implementing the PARM process, liaising with clients, donors and partners, and linking them with service providers/ practitioners who have specific expertise in ARM. The PARM Secretariat also closely coordinates and cooperates with additional partners from development organizations, the private sector, universities, and research institutes.
