PARM Capacity Development (CD) is articulated through 3 levels of activities – CD1, CD2 and CD3 – with the aim of improving stakeholders’ knowledge on agricultural risks and increasing management capacities. The CD level 2 (CD2) activity is an interactive 5-day course that targets extension workers, university students, public and private officers, and officials with higher educational background. It aims to provide an advanced and hands-on agricultural risk management (ARM) knowledge to create a pool of local ARM experts to timely advice and train farmers on managing agricultural risks.
As part of PARM’s CD efforts, this four-module material is developed to serve as a training resource for CD level 2 (CD2) activities. Each module focuses on a different aspect of the agricultural risk management process.
Module 1: Understanding the risk environment in agriculture introduces the different risks affecting farming activities – including their characteristics and main causes, risk implications to farmers’ livelihood and to other major stakeholders in the agri-food system in the framework of a holistic approach to ARM.
Module 2: Assessing risk in agriculture explains the key concepts used when assessing, analyzing and prioritizing risks. It includes various assessment methods and tools – both qualitative and quantitative – used at micro, meso and macro levels.
Module 3: Agricultural risk management tools presents several risk management tools that can be used to either mitigate, transfer or cope with agricultural risks. It focuses on main production, finance, market, and government-support related ARM tools – to be used alone or in combination – with an overview of advantages and disadvantages for each tool.
Module 4: Planning, implementing and evaluating ARM strategies concentrates on the identification and comparisons of tools for an effective risk management strategy. It also provides guidance on how to implement, plan and evaluate farm-level risk management strategies, and concludes with an overview of the role of policy in the ARM process.
Each of these materials can be used or adapted for similar pieces of advanced ARM training for extension workers or related officials in the field of agriculture.
